If you cant bend it with our fingers, use a pair of needle-nose pliers. When using compressed air just make sure there are no passages blocked by a rubber or brass cap, inside or out of the carb. If the float does not measure to spec, adjust it by bending the tang up to allow a higher float or down to lower the height. Measure it this way to see if you get ~11mm and if the tangs/tongues are relatively parallel to the bowl mating surface. Normally it's the rubber portion of the needle or a dirty seat. most likely your needle/seat is the issue. If you set the float too high, you risk overflowing gasoline from the carburetor and if you have it set too low, you risk running out of gas when you have your motorcycle at higher throttle positions. Bend it towards the float needle if the measurement is shallow and away from the needle if the measurement is too much.

When measuring, make sure the float arm is just barely making contact with the float needle. With this knowledge you should have no problem dialing in your carburetors to help achieve the best fuel/air ratio into the motor.
